The development of IEAP would support the work of the UN Commission on Sustainable Development CSD. The declaration underlined that the efficient coordination with major international financing institutions, such as the World Bank, would play an essential role in implementation of the energy audit programme.
The forthcoming Energy Efficiency Action Plan of the European Commission could have an essential role in launching the IEAP as a part of the planned International Framework Agreement on Energy Efficiency.
In their presentations during the opening day of the Conference both Finnish Minister for Trade and Industry Mr Mauri Pekkarinen and Minister for the Environment Mr Jan-Erik Enestam emphasised the importance of energy audits. EU Commissioner for Energy Mr Andris Piebalgs stated also in his presentation that energy audits are called upon to play important roles in improving energy efficiency. In accordance of the forthcoming Action Plan the Commission will issue a mandate for an European norm for energy audits in 2008.
Energy Audit´06 Conference brought together energy efficiency experts and decision-makers from all over the world
The Energy Audit ´06 Conference, held over three days in Sibelius Hall in Lahti, brought together over 200 participants from nearly 40 countries all over the world, and represented were over eight major international organisations such as the European Union, International Energy Agency IEA, United Nations Environment Programme (UNEP), and International Finance Corporation as well governments of several different countries.
The conference contributed to meeting the objectives
The EU’s shared energy auditing activities incorporate three key objectives. First is to launch a capacity building programme of audit expertise under appropriate international organisation, a kind of framework programme. The second important goal is to launch preparations for an internal EU project to help member states set up their own energy audit schemes required by the Energy Services Directive. The third goal is to initiate collaboration in the area of developing audit models and methods, so that each EU Member State is not separately grappling with the same problem. According to the delegates, the Energy Audit ´06 Conference contributed a great deal towards meeting these goals.
The Energy Audit ´06 Conference has been one of the accompanying events of Finland’s term of EU Presidency. The Conference was organised by the Ministry of Trade and Industry, Ministry of the Environment, Ministry for Foreign Affairs and Motiva Ltd. 1. We, representatives from 39 countries and 8 international organisations, having met at the International Energy Audit Conference in Lahti 11th – 13th September, 2006, are committed to intensify our work to promote energy efficiency and the use of renewable energy in our countries and organisations. 
2. We emphasize the multiple and synergetic benefits of increased energy efficiency and the use of renewable energy sources for:
improving access to energy services, thereby contributing to eradication of poverty and to sustainable economic growth,enhancing security of energy supply i.e. by reducing capacity constraints,reducing greenhouse gas emissions and combating climate change,improving air quality and public health andincreasing job opportunities and economic welfare.3. We underline that energy auditing procedures, where specialists systematically analyse the energy use of buildings and production processes and make proposals for cost-effective energy efficiency improvements, are key methods in finding the most effective measures to improve energy efficiency. The promotion of the use of renewable energy sources can and should also be a natural part of energy auditing.
4. We encourage governments, in cooperation with the private sector, to create and further develop their own energy audit programmes or activities as part of their energy efficiency programmes, and in so doing to make effective use of international experiences and best practices. They should be complemented by awareness raising campaigns, targeting energy users. In addition self-auditing tools should be developed and made available for energy consumers. 
5. We agree to share experiences on existing energy audit methodologies and best practices with the aim to improve and elaborate the effectiveness and quality of commercially available energy auditing services.
6. We recognise that improving energy efficiency and promoting the use of renewable energy requires the implementation of audit results through investments and other measures. Therefore we agree on the need to enhance the availability of versatile and innovative financing mechanisms such as carbon financing, partial risk guarantees as well as energy performance contracting offered by Energy Service Companies.  7. We recognise that government policies have a significant impact on energy efficiency and the use of renewable energy sources. This is also the case with regard to the development of energy auditing activities, as demonstrated in several countries. Experience has shown that successful actions for initiating and scaling up these activities include:
creating supportive policy, legal and institutional frameworks as well as market-based incentives,securing public sector commitment,promoting private sector involvement andproviding access to funding, including by stimulating financial sector interest in energy efficiency and renewable energy investments.8. We emphasise the need for enhanced international co-operation to help developing countries to:
strengthen national policy frameworks and integrate energy efficiency and renewable energy use into national sustainable energy strategies andenhance national capacity for energy auditing and for implementing cost-effective measures proposed by audits.This will require:
making technical assistance for energy auditing as well as financial products accessible to developing countries anddisseminating more widely information, knowledge and best practices that support accelerated market development of energy efficiency and renewable energy.9. We share the view that the development and implementation of an International Energy Audit Programme (IEAP) could be an effective step to develop and expand global energy audit activities building on existing energy efficiency co-operation programmes. Among the objectives would be to develop local know-how in partner countries and markets to facilitate and establish new and expanded energy auditing business activities. The preparation of the programme should involve existing international public and private organisations and co-operation networks.
10. We note with appreciation the major focus on energy and climate change in the ongoing 2006–2007 cycle of the United Nations Commission on Sustainable Development (CSD). The development of the IEAP would support the related CSD work. We underline that efficient coordination with major international financing institutions, such as the World Bank Group, would play an essential role in the implementation of the programme. Similarly, other relevant international organisations like the United Nations, the International Energy Agency and the European Union, should have important roles to play.                 <description>Energy Audit ´06 opens in Lahti, Finland 11th September 2006

In his opening remarks Minister for Trade and Industry Mr Mauri Pekkarinen emphasised the importance of energy efficiency and renewable energy in reducing carbon dioxide emissions and securing the supply of energy.
According to Minister Pekkarinen, improvements in energy efficiency can be obtained through energy auditing in buildings, industrial sites and energy production.  The Energy Audit ´06 Conference held in Lahti 11th to 13th of September concentrates on energy auditing and increasing the use of renewable energy. Minister Pekkarinen believes that one major contribution of this conference is that it helps the governments to develop their own energy auditing programmes. The participants of the Conference are experts and decision-makers from nearly 40 countries all over the world. Pekkarinen emphasised the importance of energy auditing co-operation of both developed and developing countries. Finland has had a well-developed energy auditing programme for the last 15 years, and we have been active in transferring energy auditing know-how to Russia and the Baltic countries. The latest endeavour is an energy auditing project in China. Starting an international energy auditing programme is very important in this accord. Through the programme the know-how on energy auditing would be spread to countries where it does not yet exist. 
Pekkarinen to launch guidelines for the use of second-generation biofuels in transport 
Mr Pekkarinen underlines the significance of renewable energy in Finnish energy supply, and points out that the use of bioenergy should be increased. The share of renewables in Finnish primary energy production is 25 percent. The production of renewables is 80 percent based in wood fuels and other bioenergy sources.
Pekkarinen plans to launch guidelines for the use of biofuels in transport. The target is to promote especially the use of second-generation renewable energy options.
EU needs common Energy Policy
According to the EU commissioner for energy Mr Andris Piebalgs, the major energy concerns of the EU are climate change and rapidly increased dependency for oil and gas in energy supply, as well as the volatile and high energy prices.  In 2030 the EU counties will import 70 % of its energy compared to the 50 % of today. For that reason Mr Piebalgs sees the increase in use of renewable energy as a major objective in all Member States. ”Both energy producers and consumers should aim at higher energy efficiency. EU needs a common energy policy.&amp;quot;
The basis for a common European energy policy is put forward in the Green Paper adopted by the EU Commission in March 2006. According to the Green Paper the major guidelines of the energy policy are sustainable development, competitiveness and security of supply. The objectives for the use of renewable energy in the EU countries are ambitious. In 2010 the share of renewables would be 12 percent of energy consumption, in electricity production 21 percent and in motor fuels 5.75 percent. According to Mr Piebalgs, the EU Commission is working on a renewable energies Road Map that will include a long-term strategy. Energy efficiency is a major factor in combating climate change. The cost-effective energy savings are estimated to be over 20 % of primary energy consumption - when realised. The forthcoming Action Plan of the EU Commission aims at influencing all the energy end-use sectors for example through education, dissemination of information as well as using the existing legal instruments to the full extent.
Energy Audit ´06 Conference will continue in Lahti until the 13th of September. The subjects for the coming days include different energy auditing programmes and models in various countries as well as connecting renewables and auditing schemes.

The Energy Audit ´06 Conference, to be held at Sibelius Hall in Lahti, Finland on 11th - 13th September, is intended for organisations and enterprises involved in promoting renewable energy and energy audit schemes in industrial countries, rapidly developing economies and developing countries.
The aim of the Conference is to examine promotion of energy saving and renewable energy particularly with reference to experiences gained through energy audit schemes, and to launch preparations for an international energy audit programme to accelerate promotion of energy audit activity.
About 200-300 participants are expected from all around the world. The most distant visitors will come from the Fiji Islands.
Assembly of top expertsAccording to Minister of Trade and Industry Mauri Pekkarinen, the objective of the Energy Audit ´06 Conference is to promote energy saving and use of renewable energies in businesses and buildings all over the world through energy audit activity. Pekkarinen is pleased that the Conference will be attended by real decision-makers and the world’s top experts on energy audit activity. 
The European Union Energy Commissioner, Andris Piebalgs states that energy efficiency and the promotion of renewable sources of energy contribute to three core objectives of the European Energy policy: sustainable development, competitiveness and security of supply. Now that the moment of taking decision has arrived, the discussions of this conference may provide Europe's decision makers with clear indications of the way to go.
International collaboration – vision for futureHeikki Väisänen, Senior Adviser of the Ministry of Trade and Industry, who has been proactive in introducing energy audit schemes to Finland, has been one of the driving forces of the Conference. Väisänen has been involved in international audit activity since the mid-1990s, acting as coordinator in the EU Audit I and Audit II projects, which for the first time collected comprehensive information on energy audit activity in all EU countries. Based on the Audit I project, the previous energy audit conference was organised in Turku in 1999. The Audit II project produced a guide book on the foundations of energy audit schemes, which it is intended to utilise in the international development initiatives now being launched. 
Väisänen says that added impetus to increasing international collaboration in the field of energy audit activity was brought by the EU Energy End-use Efficiency and Energy Services Directive which became effective last May and which compels member countries to draw up energy audit schemes of a high standard in order to speed up their energy saving measures. Along with the Directive, member states have also been given an energy saving target of nine percent for the period 2008–2016.
Väisänen identifies three important goals for the Energy Audit ´06 Conference: first, to launch an export programme of audit expertise under appropriate international organisation, a kind of framework programme. “The intention is to export expertise available in the European Union to outside the EU, to developing countries and rapidly developing countries, where energy consumption is growing at an alarming rate. Examples of such countries are India and China. Finland has already initiated this kind of activity in the Republic of Karelia in Russia and in the Baltic countries, and similar operations are now underway in China.”
The second important goal of the Conference, Väisänen says, is to launch preparations for an internal EU programme to help member states set up their own energy audit schemes required by the Energy Services Directive.  
 The third goal is to initiate collaboration in the area of developing audit models and methods, so that each member country is not separately grappling with the same problem.

The presentation team consisted of Mr. Ashok Sarkar, a senior energy specialist from World Bank, Mr. Heikki Väisänen from the Ministry and Mr. Timo Husu from Motiva Oy.
The event attracted a fair number of interested people and the discussion around the topics was so lively that an extension for the scheduled time was needed.
Energy auditing was also mentioned strongly in Finland’s official final speech of the meeting.
