Short CV:

Alan S. Miller is a Principal Project Officer at the International Finance Corporation, the private sector lending arm of the World Bank Group.  He serves as Team Leader for Climate Change and Global Environment Facility (GEF) Coordinator with responsibility for the preparation and execution of IFC projects using GEF resources to achieve global environmental benefits, particularly renewable energy projects. 

Prior to joining the IFC in October 2003, Mr. Miller was team leader for climate change at the GEF for six years and managed a portfolio of more than 120 energy efficiency and renewable energy projects in more than 80 countries (see www.thegef.org.).

From 1989 until joining the GEF in April 1997, Mr. Miller founded and directed the Center for Global Change at the University of Maryland in College Park, MD.  In 1996, Mr. Miller founded and served as the first Director of the Renewable Energy Policy Project (REPP), a non-profit research organization.

Mr. Miller has taught courses on international environmental law and policy at more than 10 universities.  He was also a staff member of the World Resources Institute (1984-86) and the Natural Resources Defense Council (1979-1984) and is the author of numerous books and articles on energy and environmental policy including Environmental Regulation: Law, Science and Policy and Green Gold. 

Mr. Miller graduated from Cornell University in 1971 with an A.B. in Government and from the University of Michigan in 1974 with a J.D. and Master’s in Public Policy.  He was twice a Fulbright Scholar, in Japan (1987) and Australia (1977), and is a member of the Bar of the District of Columbia.
